3/10 can be done by a week old newbie in a destroyer. All it takes is to not get too close to the npc.
A 4/10 really depends on which faction it is, what you're flying and how knowledgeable you are. Some faction's 4/10 are just brute dps/tank or kiting like hell in a (faction) cruiser, others have a little trick to them allowing you to almost completely avoid having to fight them all. It can still by done by relatively young pilots but that generally requires them to not be newbies, in that they understand some basic combat. Still, I've helped newbies who, about 1-2 week old in a vexor, completed 4/10 but I generally wouldn't recommend it unless you know the tricks for that specific one.

Income is erratic but 3/10 and 4/10 drops can range from 10k isk to 300+ million, on average a decent drop is some 30-90 mil (all explained in that mail). To give you an idea on how profitable it can be if you do it rightGäó, when I use one of my exploration alts (like this one) I generally make 250-500 mil a day on average (some times more, some times less), all in high sec. And it's not like I'm grinding all day, I tend to be busy on my other accounts and/or chat a lot helping ppl with stuff. But I use the rightGäó ships for it and I know where to find them and how to do them the fastest way possible.
I've helped tons of newbies with it, some mail me back that they tried for 5 days and got nothing, others mailed that they made about 60-100 mil a day for several days now.
Exploration requires patience, optimisation, knowledge and the understanding of the concept of averages.

It's full of links to fits and websites, wouldn't translate well without some rewriting. I might just do that at some point.
